On Wednesday morning (31st), the Ministry of Treasury released an ordinance setting new guidelines for platforms offering online betting games.
These regulations will also encompass games such as “Fortune Tiger,” commonly known as “Jogo do Tigrinho.”
Categories of Online Betting Games
The ordinance outlines several distinct categories of online gambling, including:
- Card games
- Crash games
- Sports or racing betting
- Dice games
- Line games
- Roulette
- Games involving ball and number draws
In the specific case of “Jogo do Tigrinho,” it is permitted due to its fixed odds and randomly determined outcomes, as defined in Law 14,790/2023.
Platforms now have a clear framework for operating in compliance with the law. Key guidelines for online betting include:
- Random Outcomes: Game results must be determined randomly using generators for numbers, symbols, figures, or objects.
- Bet Multiplier: Platforms are required to disclose the bet multiplier that can affect the value of the prize.
- Pay Table: Players must have access to a pay table detailing all possible winning combinations before placing a bet.
- Inactive Players: Players inactive for 30 minutes must be removed from the game.
- Prohibition of Physical Machines: Only digital formats are allowed; physical slot machines remain prohibited.
Transparency and Accessibility
The ordinance stresses the importance of clear and accessible information. Platforms must provide:
- Detailed rules
- Payment procedures
- Minimum and maximum betting limits
This information must be readily available throughout the gaming experience, ensuring that players are well-informed. Additionally, platforms are prohibited from:
- Promising future prizes
- Offering false benefits to players
In essence, online betting platforms cannot engage in advertising that suggests guaranteed winnings.
In games involving multiple bets, each bet must be clearly defined to prevent confusion about the amounts and credits wagered. Prizes must also be presented clearly, allowing players to associate them with the corresponding bet.
Online Betting Bonus Regulations
The ordinance also sets rules for the use of bonuses to encourage betting. If a prize requires multiple achievements, the platform must clearly indicate the number needed and the progress made.
For incentive prizes dependent on multiple events or rounds, a progress counter must be displayed. If extra credits are required to continue a bonus, players must have the option to choose whether to proceed.
The ordinance further outlines rules for:
- Bet doubling features
- Demo modes
- Automatic betting modes
- Online persistence games
- Resuming games from a saved point
- Accumulated prizes
- Deactivation and suspension of games and prizes
- Live online games
These new regulations represent a significant step towards regulating the online betting market in Brazil, ensuring that platforms operate transparently and fairly for all players.
